WWF Participate in the Kingfisher Development Project Environmental and Social Impact Assessment Public Hearing
Last week, WWF together with other CSOs participated in the stated public hearing held in Kikuube and Hoima Districts. The public hearing was organized by Petroleum Authority of Uganda together with National Environment Management Authority.
The Kingfisher development project(KDP) refers to the oil production infrastructure to be established by CNOOC Uganda Limited within Buhuka Parish along the South-Eastern side of Lake Albert in Kikuube District. The oil company undertook and submitted an Environmental and Social Impact Assessment (ESIA) report for the KDP in 2018 to National Environment Management Authority (NEMA) for review. This informed the participation in the public hearing.
Over 5,000 people participated in the two public hearings in Kikuube and Hoima Districts and host communities were given priority to present comments to the presiding officer of the two public hearings; Professor Kyomuhendo Grace Bantebya.
According to Winnie Mirembe, the Extractives Governance Officer at WWF in Uganda, the Kingfisher ESIA report has more comprehensive information compared to the previous ones in the oil and gas sector.
“However, the ESIA report lacked an Oil spill management plan yet well pads and pipelines are very new to Lake Albert and surrounding ecosystems. We therefore recommended for action on this”, she said adding that CNOOC should avail information on the alternative water abstraction sources in the final ESIA report as these would reduce the anticipated pressure on the existing water resources in the region.
As an action, NEMA and Petroleum Authority of Uganda advised CNOOC to address all issues raised before seeking approval of their ESIA report for the Kingfisher development area.

The hearing saw WWF and other CSOs, actors in the oil and gas sector including Members of Parliament, Government Ministries, Departments and Agencies; Local Governments, Bunyoro Kitara Kingdom, project host communities, academia among others present their issues which mainly pointed to the potential negative impact that the project may have on the environment and society at large
